Portrait of a Ruler

This was inspired by Celestia by Cizu. More or less the same composition, but done in what you could call "my style", by which I mean "I can't paint like that".   I kinda wanted to have it more polished, but I also don't want to keep hanging on to it. It's basically a procrastination piece, so maybe I can get back to really working on things if I get it outta here.
